Im using Application acces blocker like "bouncer" and it works well.
Could you popup "freeze application" popup like bouncer app,on every homebutton press?
With condition :
Home button press if freezeable apps exist popup window from above down
Else no popup down
And when user pressing popoup freezing starts
Exit
